Charter of the Global Club

Below is a draft version of the Global Club Charter, updated at the August 8, 2015 business meeting and later revised on October 7, 2015. Approved on October 28, 2015.

 

Charter of the Global Club

1. The Global Club shall be named

The Global Club shall be named "The Global Club of Agricultural Economics Research Institutes and Agencies". The institutes and agencies may cover a broader field of expertise than agricultural economics.

 

2. The institutes and agencies

The institutes and agencies are the most important providers of socio-economic information to the Ministries of Agriculture in their countries or are international organizations providing socio-economic information to multiple countries. The institutes and agencies do work on the complete range of socio-economic issues in the agricultural sector and its business and social environment on a permanent basis. The attitude of behavior among the members shall be one of partnership. All these elements form the criteria for potential new members and will be assessed by the officers of the Global Club and presented to the members for agreement.

 

3. The headquarters address

The headquarters address of the Global Club shall be that decided by the Co-Chairs elected under Article 6.

 

4. The Global Club shall have as its objects

The Global Club shall have as its objects:

a. Exchange of views on common management concerns, including but not limited to; - recruitment and retention of qualified staff; - methods of quality control for research and analytical output; - practices for disseminating policy relevant material; - establishment of relations and contracts with outside experts.

b. Establishment of an international network of leaders from public sector institutions engaged in food, agriculture, natural resource and economic development analysis and policy issues, with a view to facilitating contact between and among national agency personnel at the management and research analyst levels.

c. Maintenance of a website that promotes better awareness across countries of each agencies research program and priorities, with the aim of gaining early appreciation of emerging policy issues in a globalized context and provide a central source of information to members.

d. Creation of global agricultural policy forums and debates.

 

5. Membership of the Global Club

a. Membership of the Global Club shall consist of Managing Directors of national or international agricultural economics research institutes or agencies, the Managing Directors of sub-agencies or offices of agricultural economics within larger agencies or institutes, or their designees. The membership of the Global Club is ex officio. Everybody is a member by virtue of their office. The directors are the members by agreement of the Institute or Agency. All members have the right to appoint one deputy who shall be a person working at the same institute or agency as the member and who is preferably of management staff. The deputy shall have full rights at the General Meeting and will serve to ensure membership succession of the Institute or Agency.

 

b. New members shall be nominated by members to the Co-Chairs at any time. One Co-Chair may approve the nomination and submit the name to the group at the General Meeting or via email no more than three months after receiving the nomination. Current members or deputies shall vote to allow or reject membership. Votes of more than 50% to allow, or less than 5% to reject, shall permit membership.

 

c. Observing, non-voting members shall be permitted to provide a flexible conduit for engagement with related organizations and agencies. Observing members must have sponsorship from a current member. Observing members may attend the General Meeting, take part in organizing committees, and be copied on correspondence.

 

6. Co-Chairs

The Global Club will elect as its executives two Co-chairs who shall keep a register of the names and addresses of all members of the Global Club and of their deputies.

 

7. A General Meeting of all members

A General Meeting of all members of the Global Club shall be convened at a minimum interval of approximately one year. One of the meetings will coincide with the tri-annual International Conference of Agricultural Economists of the International Association of Agricultural Economists.

8. The purpose of the General Meeting shall be

The purpose of the General Meeting shall be:

a. To receive the minutes of the previous Meeting.

b. To receive the report of the Co-Chairs covering the period since the previous Meeting.

c. To transact any other business in the pursuance of the objects of the Global Club as laid down in article 4.

 

9. The business of the Global Club

The business of the Global Club, including any legal proceedings, shall be conducted by the officers, under the guidance of the General Meeting.

 

10. The officers of the Global Club

The officers of the Global Club shall be the Co-Chairs and Secretary. The Co-Chairs shall be elected every three years by the General Meeting. The Secretary will represent the Secretariat of the Global Club. The Secretariat will be provided by one of the members. The Co-Chairs will present a proposal for the organization and location of the Secretariat at the General Meeting for periods of three years.

 

 

11. The election of the officers

a. The election of the officers of the Global Club shall be by ballot during the General Meeting. All members present at the General Meeting or attending via electronic means have the right to vote. In a first round the members shall be invited to nominate candidates. In the second round the members shall be invited to elect the officers.

 

b. At the General Meeting members may make a motion to request a new election of an officer by ballot. In a first round the members shall vote to retain the officer or elect a new officer. In the second round the members shall be invited to nominate replacement candidates. In the third round the members shall be invited to elect the new officer.

 

12. Member contributions and financial issues

The Global Club shall be financed by in-kind contributions by members of the Global Club and other lawful means.

 

13. This constitution may be amended

This constitution may be amended or the Global Club may be dissolved by decision of a two-third majority of the members present and voting at a General Meeting.

 

14. Proposals for amendment

Proposals for amendment of the constitution or for the dissolution of the Global Club must be sent to all members in writing at least two months before voting takes place.
